Definition of an operational framework for the recognition at national level of regional qualifications and related skills, within the National Directory of education and training titles and professional qualifications
The 2014-2020 Partnership Agreement highlights Italy’s commitment to implementing a work program aimed at ensuring the existence, throughout the national territory, of an operational framework for recognising regional qualifications and related skills based on the decree 2013 No. 13. This decree defines an operational framework for the national recognition of regional qualifications and related competences.
Below we briefly describe some significant articles of which it is composed:
Art. 1: promotes lifelong learning as a person’s right to increase and update their skills, abilities and knowledge in formal, non-formal and informal learning contexts; Art. 4: establishes the criteria for the correlation between the regional qualifications for their recognition at national level; Art. 5: establishes the operational references for the minimum process standards defined as follows: a) «identification and validation process», b) «skills certification procedure»; Article 6 defines the operational references for the minimum certification and registration standards which must have the following information: a) personal details of the person; b) the competences identified as potential validation objects; c) work experience and formal, non-formal and informal learning. Finally article 9 lists the transitional and final provisions regarding the maintenance of the national framework and the related technical specifications.
